Creation Mode: Draw Polygon on Terrain

Purpose and Effect: Allows users to manually define river bank polygons for rivers that are either missing or inaccurately represented in the imported river bank shapes. A river bank polygon marks out the edges of a river and is used to automatically derive meaningful lengths for the the inflow and outflow lines.
